*FICTIONAL* In response to public pressure the government decided to establish a national fire fighting service to serve as a quick reaction force (QRF) to augment local and provincial efforts in an emergency.
In the interest of time, it was decided the fleet would fall under the responsibility of the RCAF Search and Rescue system. The RCAF would reactivate 420 "Snowy Owl" Squadron, and operated it as a lodger unit of 17 Wing Winnipeg.
An initial off-the-shelf purchase was made for eight 415 aircraft from Viking aircraft of Calgary Alberta. The force would later receive an additional ten Viking 515 once they were certified.
